HOW TO PLAY WWE LEGENDS ROYAL RUMBLE – WHAT IS IT?
Enter the ring as a WWE Legend and face off against your rivals in the WWE Legends Royal Rumble Card Game! Use electrifying attacks and signature finishing maneuvers to eliminate your opponents. New Legends enter the Rumble as others are thrown over the top rope. The winner is whoever the last person standing is, regardless of how they got there.
Each player starts with a randomly dealt Legend, their corresponding Signature card, and six Action cards. All players go at the same time, and the game is played in rounds. Each round consists of four steps: Plan, Reveal, Attack, and End of Turn. Place an Attack card facedown pointed at the player you plan to attack. For a particularly strong opponent, you can choose to place a Boost card facedown along with your Attack card to increase damage and speed or give added effects to your Attack.

1. SETUP | Deal Out Legend Cards

For 3 players use 9 legends, 4 players use 12 legends, 5 players use 15 legends and for 6 players use 18 legends. For each legend used, find their correspondin specialty move card. Set these aside. 2. SETUP | Create Legends & Action Cards Area
Suffle up all the actions cards and put them in a face-down stack in the middle. Along with them, put the remaining legends and their corresponding specialty move cards.

Each player draws 6 action cards to form their opening hand. They keep these a secret from other players.
4. SETUP | Determine Who Starts With WWE Belt
Whoever most recently watched a WWE match gets the title belt token to start. The player who holds this is the “titleholder” and the token passes to someone when they throw another legend over the top ropes. This is the last step of how to play WWE Legends Royal Rumble setup.
5. GAMEPLAY | Phase 1 | Planning
Everything happens at the same time, there are no individual player turns, but play does still happen in priority order. Starting with the “titleholder” and moving around the circle clockwise, each player choose one move from their hand and secretly puts it in front of them pointed at any one other player to signify that is who they are attacking. You always have to put down one move but you may also attach one boost card to every attack (allowing you to put a total of two cards down max).
6. GAMEPLAY | Phase 2 | Reveal Actions
After everyone has made their move choices, cards are all flipped up to reveal all the moves everyone chose. Each move has a total speed. The higher the speed, the quicker the move will happen. In the case of a tie, whoever is closest to the left side of the “titleholder” gets the priority.
7. GAMEPLAY | Phase 3 | Attacks Happen
After the order of attacks has been determined they happen one after another. If your wrestler goes over the top ropes before your move resolves, your move doesn’t happen. The attack will have an amount of damage represented by the little explosion symbols. Once an attack happens it applies that much damage to the wrestler it hit. The moment they reach their max damage, they are thrown over the top ropes and are out. There are cards that can block certain amounts of damage and there are “ref” cards that can cancel “cheap tricks” like using ladders and chairs.
8. GAMEPLAY | Elimination Process
When a wrestler hits their max damage threshold they are eliminated and three things happen (1) the eliminator takes the titleholder token, (2) Discard any used specialty moves and active but untriggered attacks, (3) the player who lost a legend draws the next one and takes their corresponding signature move. When no legends are left, players still get to throw down attacks but are not in the match and everything is considered a cheap trick (pretend they are coming in from outside the match like a normal WWE match).
9. GAMEPLAY | Phase 4 | End of Round
After all the attacks have been triggered and any new legends have been replaced, all players draw cards equal to the number that will take them back up to six total.
10. GAMEPLAY | Repeat
After all of this happens, a new round takes place following the exact same four phases. Since all actions happen simultaneously, there is no active player or turn passing to worry about. This continues until only one wrestler remains.
11. WINNING | Last Legend Standing

CARD TYPES
Cheap Trick Cards – Some cards are cheap tricks as indicated by the “!” icon in the upper right hand corner of the card. Cheap tricks (or attacks made into a cheap trick by a boost) are attacks that can be blocked with a “ref” card. These are strong, but dirty attacks against the rules.
Signature Cards – These are cards that specifically go hand and hand with the legends themselves. Everyone one legend has one specific signature card. When you get the legend, you get that move. These act as special and very powerful attacks that are triggered when something else (like a boost card) triggers you being able to use it.
Defense Cards – Players may play defense cards to dodge, block or counter an attack against them. To use a defense card, play it after you are attacked but before you sustain any damage. Refer to each card for specific instructions.
Specialty Cards – Special Cards are played when certain conditions are met and may be used to cancel attacks against other players, send legends over the top ropes or perform a miraculous save. Refer to each for their specific instructions. If more than one player wants to play a special card at the same time, the titleholder goes first, followed b the player closest to its left.
